Should the date of labor/materials first delivered be the date shop drawings are submitted if we are incurring costs for a supplier/manufacturer to produce shop drawings that are required by contract?

Generally, a Notice of Furnishing should be sent based on the date that labor, work, or materials are furnished in furtherance of the project. So, for a material supplier/manufacturer, a Notice of Furnishing should probably only be sent after materials are actually furnished to the site. In fact, Ohio material suppliers have actually lost lien rights in the past for sending their Notice of Furnishing too early.
