I have a C7 low-voltage license in the state of California is it valid to work in Houston Texas?

I'm not an expert on Texas' licensing requirement for electricians, but looking to this resource from the National Center for Construction Education & Research, it doesn't appear that California and Texas have any reciprocity agreement in place. So, it would seem that a contractor with a license in California would have to comply with all of the relevant requirements for obtaining that same license in Texas.
