When should certified payrolls be given to the contractor your working for? So you pay your employees weekly and then send Certified Payroll when the project is done?

Generally, for New York prevailing wage jobs, certified payrolls are given at the time of every invoice - and the public agency in charge of the job must collect certified payrolls every 30 days. Ultimately, I'm afraid that's the extent of my expertise regarding New York prevailing wages. Note also that if it's a federal job, the federal prevailing wage and federal certified payroll requirements will apply.
