What should I do when dealing with 3rd party programs like Nexxus, Bright Serve, etc. when the homeowner will not let the work start due to COVID fears?

I'm not entirely sure I understand the question. If you're worried about paying for 3rd party programs, then calling their support team or your account manager there to see what they can offer would be a good step. They may be more flexible right now.
Or, if you're worried about how project disruptions will affect their ability to provide useful services, then reaching out to them to see how they're accommodating project delays could be useful, too. I imagine that's a common question they're receiving right now.
