Whether or not a contractor will be able to work will depend on the type of work they're doing and how that matches up with West Virginia's stay home order. However, it looks like most construction work can continue in West Virginia as "essential infrastructure." Specifically, West Virginia's stay home guidance states that "Building, construction and other trades that support essential infrastructure" can continue. Still, if the contractor feels they can't safely perform their work, it's hardly surprising they wouldn't want to continue.
