General contractors likely shouldn't be charging their subs and vendors simply for reviewing and approving invoices. That's just a required part of the payment process, and it's generally the GC who's requiring that review anyway.
It makes sense that they'd want to ensure that every invoice submitted is up to snuff, and it makes sense that they might try and influence that by charging for review. But, if a GC will be charging a fee for reviewing invoices, my guess would be that the fee should be pretty small. And, it'd probably be more fair to only tack on fees for invoices that get rejected.
