What is required to start a consulting firm that helps to oversee contractors?

Do you have to be a licensed entity (i.e. a general contractor) if you want to start a consulting firm that focuses on construction supervision? In other words, your job is to oversee what the construction firms that work for your clients do, and how they do it. You don't ever actually build anything, all you do is you support your client with your experience and insight as you help them manage the construction.

As I understand Florida's licensing requirements, merely consulting on construction projects will generally not require a license. However, if the "consultant" will actually be planning, coordinating, or performing any work, then they may be dipping into dangerous territory. So, that might be a fine line to walk. Of course, I wouldn't consider myself an expert on Florida's licensing requirements. And, reaching out to an organization like Licenses, etc. or requesting information directly from the Florida Deparment of Business & Professional Regulation would provide more clarity. And, finally - note that being licensed, even if it's not required, would likely raise the profile of any construction consulting business. A license certainly doesn't guarantee good work, but it will often act as a baseline for competency.
