Everything I find is regarding the reports after payroll is already processed. I need to be able to set up the prevailing wage payroll before I can do the reports.
It certainly looks like there's more information out there about creating QuickBooks certified payroll reports than there is about setting up payroll, itself. However - this recent question and answer from the QuickBooks community forum looks like it may be on point: How do I set up and enter prevailing wage payroll; not just the certified reporting? You can also contact QuickBooks Support here.
Unfortunately, though, I'm no expert at creating prevailing wage reports or at QuickBooks in general, so I'm afraid I won't be able to provide more insight there.
