Should a mechanics lien still be on our home after 10 years?

My mother signed a contract to do a new fence on our home in 2011. There was a disagreement with the pricing, so she told the contractor to not do the job. There was never any materials delivered or any work started. However, the contractor placed a mechanics lien on the home for the full amount of the completed project. - Is this legal? - Is this lien still enforceable?

If this construction lien was placed 10 years ago, the right to enforce the lien has long since expired and the statute of limitations for civil actions should have also run years ago. If this lien is causing issues with a sale or obtaining financing, consult with a real estate attorney to advise.
