I received a request for Preliminary Notice to be sent via Certified Mail when mailed, if this something Levelset can provide?

Absolutely! In general, California preliminary notices must be sent by registered or certified mail, express mail, or overnight delivery by an express service carrier in order to be valid under Cal. Civ. Code §8110. Levelset's California prelims are sent to the all required contacts by US Certified Mail.
