When prevailing wages are required on a project, they must be paid regardless of whether a worker is a union member. Prevailing wages are required as a matter of law, not based on any collective bargaining agreement - so union membership should mostly be irrelevant. Though, being backed by a union might help to ensure you're paid the necessary prevailing wages.
