Pest control certainly doesn't fall into traditional labor, materials, equipment, or services which give rise to mechanics lien rights. Generally, California mechanics lien rights are reserved for those whose work physically alters the property - typically construction work. And, if the work won't provide a permanent (or at least long-lasting) improvement to the project property - then it's doubtful that lien rights would be on the table anyway. So, regularly needed maintenance-type work usually won't be lienable.
