I work for a company and do all the billing on prevailing wage jobs, should they be paying me prevailing wage.

Generally, prevailing wages are reserved for those who are performing labor, services, work, etc. that will result in a physical improvement on the project - typically only those on site. So, processing certified payrolls and dealing with prevailing wage compliance issues will typically not entitle a worker to prevailing wages.
