Generally, prevailing wages are reserved for those who are performing labor, services, work, etc. that will result in a physical improvement on the project - typically only those on site. So, processing certified payrolls and dealing with prevailing wage compliance issues will typically not entitle a worker to prevailing wages. With that being said, I'm no Massachusetts prevailing wage expert. So, reaching out to a Massachusetts construction lawyer could be useful for getting some clarity there.
