i would to response to sub contractor email request for manpower supply extra hours and requesting for public holiday but their is no such things mention in the contract.
It's hardly surprising that a subcontractor would request to take a holiday off, and it's pretty common for the contract to fail to account for it. Obviously, not all holidays are created equally - but for the big holidays, it makes sense to stop work. Still, deciding how to respond is really up to you.
Regarding a request for manpower - if that's not in the contract either, that might be a harder decision to make. In order to make that call, you should likely look at the project's budget, the schedule, and consider your customer's opinions on the matter as well. If the additional manpower would help keep the project on schedule and wouldn't ruin the budget, it might make sense to approve it. But, if there's some slack in the schedule, or if the budgetary concerns are too great, then approving that request might not make the most sense.
Finally, keep in mind that there may be other options on the table. For holidays, making them optional and/or incentivizing the work by paying overtime could be another attractive option. For the manpower request, that might be an opportunity to supplement the sub or to assign some of their work to another sub (via deductive change order or partial termination). Those particular examples might not make sense for you, but you get the gist - there are always other options on the table.
