How do I put a lien on equpment.

I am a small welder repair shop and I had a customer bring in a machine on Feb 27, 2019, to be repaired. He brought his own part (which was used) and it did not work. He said he would purchase a new part, so we removed the old part for a second time. I have had to payout for labor and his equipment is still at my shop. I have sent him a notice through certified mail and he said he would come and pay the bill and pay for labor and storage. To date it is over $1,300.

While we concentrate on construction-related questions, liens for repair to moveable/personal property, like equipment or vehicles, are generally "possessory" liens. This means that the lien in the property for the its repair is obtained by keeping the property in the possession of the person who repaired it. Generally, possessory liens are extinguished if the property is given back to the property owner. But, if the property is retained and certain notice requirements are followed, the property could be sold to satisfy the debt/ This can usually be done without the necessity of recording a lien instrument in the state records.
