A California Notice of Completion(NOC) is governed by Cal. Civ. Code §8182. Under these provisions, once the notice is recorded in the proper county recorder's office, the owner will have 10 days to provide a copy to the general contractor, and any other potential lien claimant who provided a preliminary notice.
As far as how an NOC must be sent, the same requirements for preliminary notices apply. This means that the NOC must be mailed by registered or certified mail, express mail, or overnight delivery by an express service carrier. And, although not required, it's a good idea to send the notice with return receipt requested. That way, if service is contested by a party, you'll have proof that service was made.
Emails are, as of now, still ineffective as a method of service. In addition to sending notice, the Notice of Completion must be posted on the project site in a conspicuous location. Failure to meet these requirements will be ineffective to shorten the deadline to record a mechanics lien.
