In Georgia, when does the commencement of work actually begin?

That's a great question. In Georgia, a Notice of Commencement must be filed "Not later than 15 days after the contractor physically commences work on the property..." Thus, once actual, physical work that was contemplated by the original contract begins on the property, the clock will begin to tick.
