The short answer is yes.
Documents to be filed in one state can be notarized by an out of state notary. With one important caveat. The state where the document is being physically signed and notarized must be the same state where the notary is commissioned. Regardless of where the document is being filed.
For example, if you are physically present in Georgia, a Georgia notary can notarize a Florida Notice of Commencement. But a Georgia notary cannot notarize the document if it is being executed (i.e. signed) in Florida; unless they are commissioned in Florida as well.
