When I lien an owners property on a private project does it also lien the GC's bond?

Filing a mechanics lien against the project property will not automatically impact the GC's license bond, no. If you're referring to a payment bond from the GC: If the GC has secured a payment bond for a private project, I'm not sure that a mechanics lien against the property would automatically result in a claim against that payment bond, either. Finally, regarding a bonded off Washington lien: A GC can bond off a mechanics lien filed on a Washington construction project. And, if that happens, the lien claimant will be able to proceed with an enforcement suit against the payment bond, if that becomes necessary.
