Do all Prevailing Wage projects require me to provide Certified Payroll Reports ?

Some of the Preliminary Information Sheets I receive for jobs say, "Certified Payroll Reports Required". Some of the Preliminary Information sheets I receive say, " This is a Prevailing Wage Project. Certified Payroll Reports Must be provided". Is there a difference? Some jobs I know I need to provide the Owner Operator Listing Statement of Compliance along with the invoices I send out. Do I need to provide the Owner Operator Listing Statement of Compliance only if the Preliminary Info asks for Certified Payroll Reports? If I am told the job is a Prevailing Wage job and I do not have the Prelim Info yet should I assume that it requires the Owner Operator Listing Statement of Compliance also?

Looking to the California Department of Industrial Relations website, certified payroll reports are required on all California prevailing wage (public works) projects. This is true regardless of the exact language atop informational sheets. So, any time it's clear that prevailing wages are required on the job, a California contractor or sub should prepare and submit certified payroll reports.
