I live near a Spring Creek in Texas in Montgomery Texas. The creek is the boundary between Montgomery and Harris County and is ignored by both because of internal fighting. Can these Counties Montgomery and Harris be sued against their bonds to recover flood damages that they have inadvertently caused by not maintaining the creeks?
