why would they only sign one month's waiver at a time?

i have a subcontract that i am trying to obtain a lien waiver from for one of their suppliers/subs. the supplier/sub will not sign the waiver and said it was "illegal" for them to sign more than a months waiver at a time. I have requested waivers for 11/30 and 12/31. I have 25+ years experience and i have not heard this before. Why? thanks

The state of Florida is one of the few that regulate lien waivers. These are governed under Fla. Stat. §713.20. There is nothing contained in that statute that suggests lien waivers can only be exchanged a certain number of times a month. Lien waivers are exchanged for payment, plain and simple. As long as each waiver represents the amount paid during that time period, there shouldn't be an issue. The only limitation is that Florida mechanics lien rights cannot be waived before labor or materials were furnished. Here are some other useful articles on Florida lien waivers:
