Who’s allowed to start a lien?

Good morning, Does this process apply to Independent Contractors. My son has done several modeling jobs for an agency in Salt Lake City, Utah from December 2018 through December 2019 and has not been paid. After many phone calls, emails, and showing up in person at the agency, they always have an excuse and he still hasn’t been paid. Any advice would be greatly appreciated.

Mechanics lien rights are available to those who provide work which permanently improves real property. Generally, that means mechanics liens are available to those in the construction industry, as well as those who provide design services, to some degree. So, if the work done didn't permanently improve real estate - like via construction work - then the debt that's owed typically won't give rise to mechanics lien rights. Of course, other options could be available for unpaid debts - like sending demand letters or pursuing legal claims. And, for smaller debts (under $11,000), taking the matter to a Utah small claims court could help to streamline things.
