Which parties should we send our preliminary notices to on Washington construction projects?

We are material suppliers and we get hired by General contractors or we get hired by Subcontractors. And our owner wants to know if if we can send just to the General contractor not the sub. Or do we have to send to all the G.C. , Sub, and property owner.

That's a fair question. In Washington, those who are hired by someone other than the property owner, preliminary notice must be sent to the owner. Further, for parties that were not hired directly by the prime contractor, notice must also be sent to the prime contractor.
