The next day customer went off on me and said i tiok advantage and refuses to give me all my tools back and refused to let me finish even though customer had promised 1500 more. I have all my tools there with a value of 3000 nor more there . What can i do to get my tools back?

First, if at all possible, it's generally a good idea to try and talk things out with a customer. Even when they're being unreasonable, the fastest and simplest way to reach a solution will be to work together. When it's absolutely not possible to work with a customer to recover your tools, filing a police report over an owner who's holding tools ransom might be a way to put some pressure on the owner to do the right thing. An owner will generally not have any legal basis for withholding a contractor's property, and refusing to allow a contractor to recover their property may well amount to theft.
