I would like to know where on the pay application would you input the rain days

Practically, I'm not sure where one would include rainy days on their payment application. Typically, the pay app template, itself, won't account for delays. Rather, a Notice of Delay or some similar document identifying and explaining delays would be submitted along the way or included in the bundle of docs in conjunction with the pay app. But, reaching out to your customer for clarity on how they'd like rain delays accounted for should clear things up, and so could discussing the issue with a Texas construction finance professional.
