Prevailing wage?

If I am delivering and moving material on a prevailing wage job site for 3 hours. Should I be paid rate? My employer insist I only get paid my regular pay rate because we are only delivering the material,I disagree because I’m on the job site for several hours.

According to the New York Depatment of Labor's Classification Guidelines, most parties who deliver material to the job site won't be entitled to prevailing wages. However, I'll be the first to admit that I'm no New York prevailing wage expert. So, consulting with a local New York construction attorney who's more familiar with the state's requirements might help to clear things up.
