We have one contract with a school system in New York that covers four separate building locations. Do we need to do one notice based on the contract or separate notices for each location?

Preliminary notices aren't required on New York construction projects, so a party sending preliminary notices is free to do whatever they feel is best. With that being said, it's obviously best practice to send prelims anyway - regardless of what's required.
If the projects are all connected, and if they're all being done under one contract, it might be easier to send one preliminary notice describing that work is being done at all of those separate project locations.
