Hi, if a mechanics lien is recorded, is there a staute in California that requires lien release (not a waiver) be signed and notarized upon receipt of payment within 24 hours?

No, there is no such statute that a release of lien be signed and notarized within 24 hours of payment receipt. It would be advisable only to give such release of lien when you verify clerance (not just deposit) of the payment.
