Property descriptions can be tricky when it comes to apartments, condominiums, and co-ops. Regarding the legal property description, § 33-993(1) of the Arizona mechanics lien statute simply requires that the lien contain "The legal description of the lands and improvements to be charged with a lien." As you noted, when multiple APNs are present, picking the correct one to file against can be a struggle. Ultimately, the best move may be to scour the different recordings for any information that distinguishes each APN and decide which plot work was provided for. However, if work spanned across all 3 APNs, including each lot may be proper. It's also worth noting that a minute issue in a legal property description on a mechanics lien might not be fatal to an Arizona lien claim - especially where it should be obvious what structure is being liened when looking at a recorded plat. We discuss this idea in depth here: Is a Legal Property Description Required for an Arizona Mechanics Lien?
