Yes. The governor’s stay at home order exempts “Essential Functions”. The definition of what qualifies as an “Essential Function” is so broad that it makes the stay at home order mean less than it appears to mean. In your case, “construction” is considered an Essential Function, which means building a poor for a residence falls within the exemption.
