Eligibility for grants and unemployment

My husband has a small construction business mainly himself and IF he needs help he hires other self employed contractor which receive 1099’s. He really doesn’t have payroll per say but has construction bills that need paid. Would he qualify for the “up to” $10000 grant? Also I read somewhere that self employed contractors could draw unemployment. Please advise. Thanks

The CARES stimulus act provides great relief for small construction businesses and for individuals who aren't able to work. The stimulus bill, sole proprietors, and unemployment for contractors without work

Individuals who operate their business as a sole proprietorship will be entitled to benefit from SBA loans just like other small businesses - including the $10,000 advance. So, it's entirely possible that a single-person outfit could obtain that relief. As for unemployment - the Department of Labor has expanded who will qualify for unemployment benefits. And, if a contractor cannot work due to the outbreak, they should qualify for unemployment. According to the DOL, an individual will qualify if these 3 factors are met: (1) an individual's employer closes down due to coronavirus; (2) a worker is quarantined but expects to return to work once the quarantine ends; and (3) an individual leaves employment due to a risk of exposure or infection of a family member. I would like to get a grant cause I been off Work for six month and all I get it unployment and it amt much to pay my bills .

I started a small business last year and I am drawing an apartment can I get a grant and draw unemployment or can I get a PPP and draw unemployment
