Does a licensed General contractor have to be present at the job site for the entire construction process?

A GC hired by a builder to review plans and pull permits for the builder on a single home renovation only went to the jobsite on three or four occasions after pulling the permits...but has intimate knowledge of the quality of the builder's work....

If I understand your question correctly, the CSL holder has to be onsite during inspections and is responsible for ensuring that the work has been done in compliance with the building code. He/she does not have to be there full-time.
