do I need a licence and insurance to do small residential powerwashing jobs in New York state not nyc?

NYC? will not pay me after the job is done without insurance certificate but I dont believe I need it in my to pressure wash at lower psi

In New York, most licensing requirements for contractors are at the city and local level, rather than state-wide requirements. State licensing requirements apply to crane operators and asbestos handling contractors.

Home Improvement Contractors Licenses, which is apparently what could potentially be applicable to residential pressure washing services, are required for certain cities, including New York City and Buffalo, and counties, including Suffolk, Nassau, Westchester, Putnam, and Rockland.

However, home improvement contractor licenses are required for the construction, repair, remodeling, or addition to any land or building used as a residence. Pressure washing services may not amount to the services requiring a contractor's license, but it would likely be worth checking with the department of consumer affairs or contractors licensing board of the cities or counties in which work is intended to be done,

its odd they did not ask for the insurance certificate up front, you should check with your broker and see if you can get a BOP policy if you dont have other employees oppose to general liability insurance as most insurance companies do not want to insure contractors in NYC and if you do get insurance it will be highly expensive.
