I'm sorry to hear about that - there's nothing worse than an unscrupulous contractor. Currently, the zlien platform is geared toward members of the construction industry and aiding in making these payment processes more easy and efficient. I don't know that any current product offering from zlien would be able to help an owner collect funds paid to a contractor. However, there are some other resources available online that could help - namely, avvo.com is a site where individuals can ask legal questions and receive legal information and even legal advice from lawyers from a number of different practice areas and locations. Plus, it's easy to compare them online.
