Can a General Contractor form a LLC and Not be involved in the business letting someone that’s not a contractor doing all the bids and building the houses. Is this legal

It may be possible since some states do allow companies to use an individual's license to conduct business. I believe the term is RME or RMO - Responsible Managing Employee or Officer. You can check with the Florida Contractors License Board on Monday, and see what they say about the situation.
