Can you direct me to other resources that are more helpful for the contractor?

I am a small business that recently was awarded a contract with a local government in Illinois to build docks. The contract included, of course, the prevailing wage provision. I do the majority of the labor involved with the construction of these docks, but I do hire (as independent contractors) individuals to assist with the construction work. It is unclear to me (1) how to categorize these individuals and are they in fact covered by this prevailing wage requirement (2) exactly what kind of reporting and record keeping is required in this situation, since it does not involved actual employees and payroll records.

Prevailing wage requirements can feel like a maze for contractors, and for good reason. Luckily, there are some organizations that can help to navigate these requirements - like Contractors Prevailing Wage and eBacon. Additionally, reaching out to a prevailing wage consultant like Fringe Consulting or to a local Illinois construction attorney who's familiar with the state's prevailing wage requirements could help, too. Unfortunately, though, I'm not all that well versed in how to comply with the Illinois prevailing wage requirements.
