Can I still file the lien?

After completing a restoration job (did not know the cost until work was complete) the customer signed the certificate of completion/satisfaction and sent me a notarized letter stating she would pay for the services. The insurance adjuster informed me that they paid out on the job a month ago. She still has not paid and she did not sign the contract. She said her mortgage company is holding the money but she won’t reveal who the company is so I believe she may be stalling. Can I still file a lien with the info provided?

Was the project over $100,000? How long has it been since the project was completed?
