Can I file a mechanics lien or what are my rights?

I installed removed all old flooring and base trim, door trim and shoe molding along with an island in the kitchen in preparation for a new floor install. I then installed the new flooring, reinstalled the baseboard and shoe molding, door trim, kitchen island, and custom cut the flooring during the install. Removed and cleaned all debris during the job. Equal to about 2,850 square feet of flooring a total of 46 boxes at 63sq ft per box. This was done for my neighbor of whom I had built several structures on his property previously with him dictating the price midway-to end of job. At that point I really had no choice but to finish the job at the time. He contacted me and told me he had bought the flooring and asked if I would install it and I said yes, I did all the work by myself as with every other project on the week of Christmas this year. As big of a job as it was and with no discussion of the price I would do the job for and it being Christmas I figured we would settle up at the end of the project. During the course of the job he had given me around $200-$250 and at completion or pause “all I lacked was installing the shoe molding in the kitchen” for the holidays on Christmas Eve I asked to get paid and was handed $50. The average for a job like that is between $.79- $4.00 per square foot at 2,850 sq ft the total for the job is $11,400. On the higher end due to having to move the furniture from one side of a room to the other,removing all the trim, custom cutting the flooring to fit and then having to custom fitting the trim and installing it back in place. Dealing with the human and 5 dogs worth of traffic back and forth each day over and through my work area. It was a hard job. I brought up all those points and was offered another $250 wich I declined especially and specifically because I did not have a Christmas this year because I didn’t get paid. Do I have the right to take out a mechanics lien?
