We are a Restoration (General Contractor) who performed work on a tenant build-out. Can we file a lien on the property if we have contracts for services signed by the tenant.

Sounds like you would have a lien on the tenant's leasehold interest. If you are not paid, please work with a construction lawyer to ensure your rights are preserved.
