I am a subcontractor who was hired by another contractor to render my services. The job was finished October 2020 and he has yet to pay me. He is not answering any of my calls. Can I file a Lien against the property owner?

Likely you needed to do a prelien before starting work since you were not working direct with the owner. But if you provide more details I could review and of course you can always bring a law suit for the money you are owed. Liens also need to be filed within 120 days of last efforts.
