A friend was supposed to be working on my car and then stopped because he had other projects to do. Then when I inquired about my car he said he’s not doing it till I pay for the tow bill he acquired moving it from my home to his for easy access to work on it. And he wants payment for a part I didn’t approve to be bought. So he wants to file a mechanics lein against me but he’s not a licensed mechanic and the title has a lein on it already. Can he still do this?
