can a subcontractor that is not licensed file a lien

i have a subcontactor who wants to file a lien on a property that is completed but im holding monies for repairs on another job he was paid in full on, he is not licensed in the state, is this possible?

It's unclear from your question whether your subcontractor can record a lien. It depends on whether the work was for a residential project and whether your subcontractor was doing the type of work that requires a license. I can't answer your question without more information.
