Can a mechanic put a lien on your car for repairs you did not approve?

I took my car to a shop for a transmission repair and was quoted $3,500. I paid that before they started working on my car. The guy keeps pushing back when I can pick it up and hasn't called me about it once - I've called him several times over the past three weeks to see how the progress was coming along. I was told last week it would be done early this week. I called Wednesday because I hadn't heard anything and he said it would be done by the end of this week. I called today (Friday) and he said it would be done Monday or Tuesday this week because "the damage was worse than he originally thought and he had to order more parts." Now. He didn't say anything about a price increase. He never asked me if he could do additional work, other than what we agreed upon and what he quoted me for. He didn't even tell me what extra parts he had to order or explain to me what else was wrong with it. So, I'm wondering if this guy is trying to rip me off. I've done some research and in PA, Consumer Rights says that a mechanic cannot charge you for additional work that you did not request/consent for. Which, obviously I haven't done either of those things. So, if I go to pick up my car and he hits me with additional costs for repairs I did not agree to or consent to, can he put a lien on my car for not paying them?
