Can a mechanics lien be filed if the GC did not get a building permit?

While I don't have details on the particulars, the statute does not require a building permit by its terms so the short answer is that the GC can record a lien. The lack of a building permit may however make its enforcement difficult for the GC because the lack of a permit would be a breach of contract and county or city requirements.
