As a builder in Michigan are we allowed to hire a subcontractor who is not licensed but is insured?

If the work being performed on a residence requires a license and the contractor is not licensed, under Michigan law, the owner has no duty to pay. There is no right to be paid if you do not have proper licensing (on residential properties). Commercial properties have different rules.
