Why are Painters from the state of New York being permitted to travel and work in Maryland during Covid-19?.

Keystone Custom Homes (a General Residential Contracting Company doing business in MD and PA) are sub-contracting and hiring Painters (from C&C Painting Company in New York). Painters are driving a GMC Van bearing New York license plates (6358 MN) and are working in Harford County, MD (which is not a sanctuary County within the state of MD). I question whether these Painters have appropriate Visa’s to work in the U.S. and more importantly why Painters from New York would be permitted to travel and work in Maryland during the Covid-19 Pandemic. I’m very familiar with the rules, laws, processes and large sums of money associated with Visa fees that U.S. Companies and businesses must pay in order to hire Mexican workers. I’m also aware that U.S. companies/businesses must do extensive advertising and prove that their recruitment efforts resulted in no U.S. citizens applying for the position advertised in order to proceed with hiring a Painter from another country and paying large sums of money for respective Visa Fees. I find it hard to believe that Keystone Custom Homes would resort to hiring Painters from New York given the number of Painters and Painting Contractors doing business in Maryland, Pennsylvania and Delaware unless they’re hiring and paying illegal immigrants a lower wage as a means of increasing their profit margin. More importantly, I’m VERY CONCERNED about Covid-19 and the number of cases and deaths we see for New York on a daily basis. I live in a very rural area of northern Harford County, Maryland and to date this area of the County has had few or no confirmed cases of Covid-19. In my opinion, bringing workers from New York to Maryland during this Pandemic is extremely dangerous and I don’t feel this meets the spirit and intent of Gov. Hogan’s Executive Order, did 3-30-2020!!!
