I am a sub contractor that finished a large commercial job in Illinois. The parts that was worked on belonged to a power plant in Minnesota. How should proceed in filing a intent to lien File to the general contractor or the power plant/ utility

I understand your question to refer to work performed at a property located in Illinois. In that case the Section 24 Notice (770 ILCS 60/24) should be served upon the property owner, general contractor, developer, project architect and lender. If the property is located in Minnesota, then you will need to review the requirements of the applicable Minnesota statute.
