Who has to oversee work performed onsite for a renovation project, a general contractor or a project manager?

We hired a Contracting company to do a fire restoration project. The company had a qualifying agent listed on their license but had a project manager onsite to supervise work and meet with building inspector. Is this legal? Does a general contractor have to be onsite for the project?
