What to do if you paid most of a contract, but it expired and now electrician doesn't want to do the work

I hired an electrician for the completion of the electrical work on my home. I paid $3900 out of a total of $5400. Some extra work has come up due to rats chewing a wire and finding one that needs to be reattached to the panel. He also said he'd give me credit for my power pole that he took to another job. My contract expired at the end of last year, but I've struggled getting other things done, finding decent contractors, etc. so things got behind. He's done work since the expiration and had no problem taking my power pole only a couple months ago. Now I can't get him to come out to do any more work and drywall is about to start. Can I find someone else and take this guy to court? He also told me he wants more money as well bc costs have gone up. What can I do bc he's holding up my progress? TY!
